A Durham municipal law exam is being proposed by a local resident who wants Ontario to require elected officials to complete an education program before taking office, according to a Durham Post report published October 20.

The newspaper reports that Jim McEwen sent the request to Municipal Affairs and Housing Minister Rob Flack and copied the premier’s office. His proposal would apply to mayors and other elected local representatives, including returning incumbents.

This is a resident’s request, not an announced provincial policy or a new legal condition for holding office. The report does not establish that the ministry has accepted the proposal or begun developing a course.

Planning rules and ethics suggested for the course

According to the reported letter, McEwen wants the program to address local planning processes, zoning bylaws, official plans and secondary plans. Other proposed subjects include the Planning Act, public engagement, Greenbelt legislation and ethics in council decisions.

He suggested both in-person and online delivery. His stated rationale is that first-time officeholders may lack municipal experience, while incumbents could benefit from a refresher.

Durham Post quotes his request as applying to officials elected in 2026 and being completed before they are sworn in during 2027. That is the timing proposed in the letter; it is not presented here as confirmation of the actual statutory start of the next council term.

The appeal comes shortly before the October 26 municipal elections across Durham’s eight municipalities. Daily Durham also reported the request, explicitly identifying Durham Post as its source.

No ministry response or adoption decision was established in the sources reviewed. The news is the local request for mandatory training, rather than the introduction of an exam residents or candidates must currently take.
